Process for remunerating Tangata Whenua

He Rauemi outlines the different kinds of payments that we make to Tangata Whenua.  The process for arranging those payments is as follows -

Tangata Whenua relationships

If Tangata Whenua are being paid meeting fees for attending kaupapa in a governance capacity such as a member of our partnership forums then you need to ensure they are set up as a payee with payroll.  If they are not, you need to get the Tangata Whenua representative to fill out this form -

Once this form is completed it is sent to payroll who set the representative up in our payroll system.  You can then use the following form for their meeting fee payments -

Matauranga Māori and cultural monitoring

If Tangata Whenua are engaged on a Council project to provide skills, expertise and knowledge then they invoice Council for their time as per the hourly figure provided for in He Rauemi.  If they undertake cultural monitoring they will invoice us for that work.  To do so, they need to be set up as a supplier in our system, so you need to get them to fill out the attached form -

Once this form is completed it gets sent to our procurement team who set the representative up as a new supplier.  You then raise a purchase order for the work they are doing and provide that to the Tangata Whenua representative to reference on the invoices they send you for that work.

NB: In some circumstances Tangata Whenua will ask for their meeting fee payments to be made this way (if for example their meeting fees go to the iwi/hapū organisation rather than the individual).  The default for meeting fee payments however is through the payroll process.

Cultural kaupapa

Where Tangata Whenua support Council staff in undertaking tikanga requirements we provide them with the amount of koha outlined in He Rauemi.

Before your kaupapa takes place, come and collect the koha card from Te Haumi.  Take the card to a Westpac ATM and get your cash out. Please keep the ATM receipt and also get Tangata Whenua to complete a receipt for our records.

All of this information is then provided to Te Haumi who keep records of our koha.
