He Rauru

He Rauru - the Kaupapa Māori Framework for Western Bay of Plenty District Council is our commitment to ensuring that Te Ao Māori (the Māori worldview) and Mātaraunga Māori (Māori knowledge systems) are reflected in the work that we do.  It provides the basis for engaging with Tangata Whenua in a way that is genuine and supports us in our objective of growing authentic Te Tiriti based relationships.

This means that we have effective, enduring and trusted partnerships with iwi, hapū and whānau.  We also have statutory obligations under the Local Government Act to provide opportunities for Māori to contribute to our decision making processes, under the Resource Management Act to exercise decision making under the Act in a way that has regard for the Treaty of Waitangi, and other legislation such as the Local Government (Rating) Act. 

He Rauru includes tools to help you work with Tangata Whenua and this work is important because it enhances the mana of iwi and hapū within their rohe , achieves our goals as an organisation and supports better outcomes for all.

What does He Rauru mean?

A Rauru is a rope woven together by three strong strands bound together as one.  He Rauru represents the strength our organisation wants to create when it comes to kaupapa Māori.  In the case of He Rauru, those strands relate to Tangata - looking after people, to Mana - having the authority to make decisions and tikanga - our way of doing things.
